Midwest Student Exchange Program (MSEP) Since 1994, the MSEP program has helped to make out-of-state educational opportunities more affordable for students in Kansas, Michigan, Minnesota, Missouri, Nebraska, North Dakota, and Wisconsin by offering a reduction in out-of-state tuition costs at over 140 college campuses. At public colleges, the tuition rate under this program for students graduating from a high school outside the state would be equal to 150% of the rate for an in-state student (normally this rate would be double the in-state cost).
